BILL 1 - An Act to Amend the Historical Resources Act  Bill in PDF Format

This Bill amends the Historical Resources Act to empower the Minister to perform functions now assigned to the commissioner. In addition, provisions pertaining to the Northwest Territories Historical Advisory Board are repealed, and the remaining provisions are renumbered.

Bill 3 - International Interests in Mobile Aircraft Equipment Act Bill in PDF Format

This Bill implements the 2001 Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International interests in Mobile Equipment on Matters Specific to Aircraft Equipment.

Bill 4 - Public Library Act  Bill in PDF Format


This Bill empowers the Minister to designate public libraries and to enter into agreements with library authorities in respect of the operation of the libraries. The Bill also sets out the rights of library users and the powers of library authorities and the Minister, and provides for the repeal of the Library Act. 

Bill 5 - Professional Corporations Act  Bill in PDF Format

This Bill would permit members of designated professions to incorporate under the Business Corporations Act, subject to requirements relating to
the ownership and voting of shares of the professional corporation.

Bill 6 - Species at Risk (NWT) Act  Bill in PDF Format

This Bill establishes an integrated and cooperative system for the conservation of species at risk to prevent species from becoming extirpated or extinct.

Bill 7 - An Act to Amend the Student Financial Assistance Act  Bill in PDF Format

This Bill amends the Student Financial Assistance Act to raise the maximum aggregate of the principal amounts of all student loans that may be made by the Government of the Northwest Territories by $3,000,000 for fiscal year 2009-2010 and thereafter. A minor amendment is also made to one provision to improve the French version of the term "ordinary place of residence".

Bill 9 - Northern Employee Benefist Services Pension Plan Protection Act    Bill in PDF Format

This Bill provides protection from creditors for the pension entitlements of Northwest Territories members of the Northern Employee Benefits Services Pension Plan, and restricts the ability of members to pledge as security their pension entitlements under the plan.

Bill 11 - An Act to Amend the Appropriation Act (Infrastructure Expenditures) 2009 - 2010    Bill in PDF Format

This Bill amend the Schedule to the Appropriation Act (Infrastructure Expenditures) 2009 - 2010 to ensure that the departmental references parallel those set out in the Schedule to the Appropriation Act (Operations Expenditures) 2009 - 2010.

This Bill enacts the uniform Securities Transfer Act to govern the transfer and holding of securities and interests in securities, consistent with legislation currently enacted or being enacted in all provinces and territories.  The Bill provides for consequential amendments to the Business Corporations Act, Personal Property Secutiry Act and Seizures Act.

Bill 13 - An Act to Amend the Commissioner's Land Act    Bill in PDF Format

This Bill includes amendments that would: provide that the Residential Tenancies Act does not apply to Commissioner’s land held under a lease authorized under the Commissioner’s Land Act; designate the Minister or a person authorized by the Minister as the person responsible for initiating court proceedings regarding wrongful or unlawful use, possession or occupation of Commissioner’s land; limit the liability of the Commissioner as an occupier of Commissioner’s land; include a regulation-making power respecting the posting of security when Commissioner’s land is leased for a commercial or industrial use; make other minor amendments.

Bill 14 - An Act to Amend the Motor Vechicles Act    Bill in PDF Format

This Bill amends the Motor Vehicles Act. A new short-term permit is created, and an application for a driver’s licence may now be made based on a licence that has been expired for up to two years. Nurses are required to report medically unfit drivers in the same manner as is required of a medical practitioner. A person is prohibited from operating a vehicle with obscured or damaged lights or reflective devices, and drivers are required to reduce their speed when close to emergency vehicles with flashing lights. The Registrar’s duties are clarified with respect to the sharing, disclosure, use and protection of records and personal information. Access to accident reports is enhanced for persons involved in accidents, and drivers and employers are held liable for contraventions in the operation of commercial vehicles. The authority for a demerit points system is expanded as is the Commissioner’s authority to enact regulations for the repair, maintenance and inspection of vehicles. References to "jurisdiction" are given greater precision, and other minor improvements are made throughout the Act.
 

Bill 15 - Miscellaneous Statute Law Amendment Act, 2009    Bill in PDF Format

This Bill corrects inconsistencies and errors in the Statutes of the Northwest Territories. The Bill deals with other matters of a minor, non-controversial and uncomplicated nature in the Statutes, and repeals provisions that have ceased to have effect.
