PUBLIC REVIEW ON THE FOLLOW UP AUDIT OF CHILD AND FAMILY SERVICES IN THE NWT

PUBLIC HEARINGS ON BILL 20: OMBUDSPERSON ACT
The Standing Committee on Government Operations is seeking public input on Bill 20: Ombudsperson Act.

The Bill establishes an Ombudsperson for the Northwest Territories as an arm’s-length officer of the Legislature, acting on behalf of Northwest Territories’ residents who have concerns about how they are treated in their dealings with the Government of the Northwest Territories (GNWT). The Ombudsperson will have broad investigative powers to determine if the GNWT, including its boards and agencies, is conducting its business according to established laws, policies, and principles of procedural fairness. The Ombudsperson will also have the authority to make non-binding recommendations to the GNWT to improve its legislation, policies and procedures.

BUSINESS PLAN REVIEW
The Standing Committee on Government Operations will be meeting throughout September to conduct their annual review of Business Plans and prepare for the October sitting of the Legislative Assembly.
A schedule of Public Meetings will be posted once dates and times have been finalized.
Three Bills are currently before the Standing Committee on Government Operations:
Bill 8: Emergency Management Act;
Bill 18: Cities, Towns and Villages Act; and
Bill 20: Ombudsperson Act.
Public hearings for these Bills will be scheduled for September and October 2018, and the Committee is expected to report to the House in October 2018.

This Bill proposes amendments to the Cities, Towns, and Villages (CTV) Act to authorize municipal councils to impose a tax on tourist accommodations and to pass bylaws allowing property owners to finance energy efficiency or renewable energy works through local improvement charges.

BILL 1: WESTERN CANADA LOTTERY ACT
On February 7, 2018, the Standing Committee on Government Operations, chaired by Mr. Kieron Testart, held a public hearing on Bill 1: Western Canada Lottery Act. During the hearing, the Committee heard from The Honourable Caroline Cochrane, Minister of Municipal & Community Affiars along with many members of the public. The written submissions received by the Committee are posted on the Agenda page. In the coming weeks, the Committee will conduct a clause by clause review of the Bill and the date and time of that hearing will be posted to the website.
Bill 1: Western Canada Lottery Act establishes the Northwest Territories Lottery Commission. It also establishes the Physical Activity, Sport and Recreation Fund, a special purpose fund that will receive proceeds from the operation of lotteries by the Western Canada Lottery Corporation. The Commission is responsible for the conduct, management and operation of lotteries. The Minister will administer the Fund and distribute proceeds for limited purposes including the promotion and delivery of physical activity, sport and recreation programs.
